DescriptionThis course will serve to provide an overview of the hazardous waste management at an introductory level. Among topics covered, the course will cover the differences between RCRA and non-RCRA, Generator Status, Hazardous Waste container standards, etc. Information provided will include the changes brought by the Generator Improvements Rule. It will cover additional subjects such as treatment, recycling, and universal wastes at a surface level.

DescriptionHousehold hazardous waste (HHW) programs provide options for safe disposal of HHW, VSQG, solid waste load checking, and abandoned wastes, are heavily regulated with exemptions. HHW programs are sponsored by local jurisdictions with oversite from CUPAs and DTSC and are subject to conflicting mandates. Product stewardship programs depend on HHW facilities. Weird wastes acceptance requests like solar panels, cylinders, and vape pens are common.

DescriptionDTSC adopted the US EPA's Generator Improvements Rule (GIR) mandatory provisions which became effective in California starting July 1, 2024. The GIR added new requirements for hazardous waste generators, reorganized and consolidated hazardous waste generator regulations, addressed regulatory gaps, and clarified the overall generator program. The presentation will provide details of the GIR mandatory provisions, resources and compliance.

ObjectiveIn this presentation, we will review the requirements for generators accumulating hazardous waste onsite. This includes the rules for satellite accumulation, laboratory accumulation, and 90- and 180-day accumulation. We will highlight changes to the accumulation rules with the adoption of the GIR and touch on other new requirements in the Title 22 hazardous waste regulations.
DescriptionEPA promulgated the hazardous waste generator improvements rule (GIR) in 2016, in part to make it easier for different types of generators to find the requirements with which they must comply. The rule reorganized the hazardous waste regulations and made significant changes to the requirements for generators accumulating hazardous waste onsite. In 2024, DTSC adopted the mandatory portions of the GIR (i.e., regulations that were more stringent than Californias regulations. The Department also reorganized Californias regulations to align with the federal reorganization. The newly adopted regulations went into effect on July 1, 2024.

DescriptionHazardous waste analysis plans (WAPs) are required by various regulatory programs and they help with obtaining defensible data, yet they are not implemented often enough. This course will review the basics of a good WAP, discuss the regulatory initiatives that require or benefit from WAPs, and explore the specific requirements for each program.

DescriptionDTSC administers the Emergency Permit program as outlined in CCR 22 66270.61. These permits are meant to address situations that are an "imminent and substantial endangerment to human health or the environment." This course will give an overview of the DTSC process and how it might affect local jurisdictions. This course will also provide real examples of past emergency permits issued for various sites throughout California.

ObjectiveThis session will share the draft Hazardous Waste Management Plan and serve as an opportunity to receive feedback from CUPAs on plan content.
DescriptionThis session is an overview of the first Hazardous Waste Management Plan currently being considered by the Board of Environmental Safety for approval. The Plan has four focus areas: Environmental Justice, Waste and Disposal Reduction, Waste Criteria, and Capacity Planning. CUPAs are on the frontline of hazardous waste management and participated in development of the draft so their feedback and input is especially valuable.
