ObjectiveWith the help of professionals throughout California, CBLTAC combined several popular classes into a four-hour class full of the most important and popular topics we teach involving field safety.
Description"Employee Safety" covers on-the-job mindset, emergency operations plans (organizational and personal), accountability, safe actions while at the workplace or remote jobsites, operational honesty in communication, contact and cover techniques, preventing stress from the "information void", physiology of emergencies, personal protective equipment and everyday carry items (show-and-tell), emergency location smartphone applications, natural emergency response, sheltering and lockdown procedures, and after-emergency topics (accountability, health, social media). "Employee Safety" is not the average "safety" class. It is an interesting, exciting look at how to be proactive at ensure you and your employees make it home safer each night.

DescriptionThis course is an overview of CalEPA DTSC's development and implementation of the SB 158 Cleaning Up Vulnerable Communities Initiative Discovery & Enforcement Program. Overlapping processes that must take place during program development and implementation include pre-screening, contract development, tribal consultation, info gathering, enforcement, liens, penalty assessment, and cost recovery drawing upon a number of State data sources.

ObjectiveHow to effectively communicate in difficult situations, keep situations from escalating, and how to de-escalate once an interaction becomes difficult.
DescriptionThis presentation will educate attendees on an easy to employ, highly effective, universal communication system (The Wolfson Formula). It helps professionals maintain their own behavior in stressful and critical situations, gain compliance from difficult people, and achieve cooperation where they might not have been able to do so otherwise without the training. The "Wolfson Formula" has been tested and used effectively for over ten years in many situations, including: public interactions, crisis, victim interviews, simple negotiations, consensual encounters, investigations, and other high stakes situations. This course has been taught to 1,000s of professionals and is quickly becoming a gold standard in not only understanding and employing communication and de-escalation skills, but keeping situations from becoming escalated. Attendees will leave with a pocket-sized quick reference guide and access to small poster-style reference.

ObjectiveThis session will describe two case studies from AEO's prepared in San Diego County related to hazardous waste.
DescriptionThis course will discuss two AEO cases successfully pursued by San Diego County CUPA. First, we will discuss the illegal disposal of flammable, toxic, staining waste at a group of major hospitals in San Diego County. Second, we will describe an explosion at a major Universitys hazardous waste accumulation area, where an employee was seriously injured. The University was accumulating hazardous waste too long, and did not report the release.

ObjectiveAttendees will be presented with an enforcement action process taken by the CUPA and also a look into with how various agencies collaborate to address illegal dumping in our neighborhoods.
DescriptionThis is a two-part case study. The first session is a case study presented by Sacramento County about the enforcement action against an unregulated facility for HM and HW programs. The second session is presented by DTSC on a multijurisdictional approach to address illegal dumping into a stream running through County property.

The case study will detail the emergency response, the law enforcement investigation that led to the identification of the perpetrator, and the eventual felony criminal filing and prosecution. This case study will highlight the collaboration and teamwork between the CUPA and law enforcement that resulted in a successful criminal
