KEIRSTEN QUEST, Principle and Lead Consultant - MaxPotentials

Keirsten Quest is principle and lead consultant for MaxPotentials, an Organization Development and Strategic Human Resources consulting firm. Ms. Quest has over 15 years of experience with both small and large organizations. She has implemented successful organizational development and change management initiatives within businesses from leadership positions including bank vice-president and non-profit human resources director and brings that expertise to her clients as a seasoned consultant. Her expertise is in quickly understanding core organizational challenges and facilitating the implementation of solutions that maximize stakeholder buy in and align with business goals and vision. . In over a decade of consulting, Ms. Quest has designed and developed leadership training, facilitated strategic and collaborative planning efforts and coached leaders. Ms. Quest has served as a Human Resources Director for a non-profit of over 400 staff members and has over seven years experience in the banking/finance industry. As Vice President of Retail Banking and Marketing, Ms. Quest directed the retail banking, internet banking and marketing for a rapidly growing community bank, which gave her significant experience in change management within a quickly evolving industry.

KELLY ROBERTSON, Suprv. Environmental Health Specialist - San Diego County DEH

Kelly Robertson has been working with the County of San Diego's Hazardous Materials Division for the past 10 years. She is currently the Supervising Environmental Health Specialist in the Central region of the county. The Environmental Health Specialists she supervises inspect the majority of the biotechs, R&D facilities and hospitals in the San Diego area. Before becoming a supervisor she spent many years conducting compliance inspections in the field, and later worked as an EHS III as the Training Coordinator. Kelly is the lead EPIC ambassador for San Diego County CUPA. She and her team collaborate with industry representatives to facilitate the implementation, growth and improvement of EPIC . Prior to working for the County, Kelly received her BS in Environmental Studies at UC Santa Barbara in 2006

KENNETH DIXON, Underground Storage Tanks Program - US EPA

Kenneth Dixon joined USEPA Region 9's UST Program in October 2013, and he splits his time between California UST/LUST initiatives and overseeing individual UST cleanups in Indian Country. In eleven years with EPA, he has worked as an environmental engineer with the RCRA Corrective Action program, written regulations for waste combustion facilities, and served as state and tribal coordinator for the EPA Brownfields Program in Washington, DC.

KENNETH MIFSUD, Assistant District Attorney - Alameda County DA's Office

Kenneth Mifsud is a Assistant District Attorney supervising the Environmental Unit of the Alameda County District Attorney's Office in Oakland. He has been with the District Attorneys Environmental Prosecutions Unit since 2007 and has been a prosecutor with Alameda County since 1989. He has extensive courtroom experience and has successfully prosecuted over 40 felony jury trials and 100 felony court trials, in which he achieved 17 murder convictions. Currently he is the Co-Chair of the California District Attorneys Association Environmental Prosecution Committee and a Trustee of the Craig Thompson Environmental Protection Prosecution Fund. Ken works in close cooperation with several local, state and federal task forces and has been an instructor for the California Specialized Training Institute, the California District Attorneys Association, Cal EPA, the California Hazardous Materials Investigators Association, the Federal Law Enforcement Training Center, the Commission on Peace Officer Standards and Training and various other organizations. Ken is a 1989 graduate of Santa Clara University School of Law and a 1984 graduate of the University of California at Berkeley.

KHAM XIONG, Chief, Applications Development and Support Unit - DTSC

Kham Xiong is the Applications Development and Support Unit chief with the Department of Toxic Substances Control (DTSC) within the Office of Environmental Information Management. He began his career with DTSC in April of 2013 as a developer and was promoted to manager in March, 2015. Prior to joining DTSC, he worked as a consultant in the information technology field. Xiong holds a Bachelor of Science degree in Management, with a concentration in Marketing. He has over 15 years of information technology experience in the areas of applications development, internet marketing, and data management. He is an agile development practitioner as a Certified ScrumMaster (CSM).

KRISTOPHER KARNS, Fire Prevention / Environmental Officer - Bakersfield Fire Dept

Kris Karns has been a Fire Prevention Environmental Officer for the City of Bakersfield Fire Department CUPA for the past 3 years, and previously was a UST Service Technician, Licensed Tank Tester, Designated Operator, Dispenser Technician and Point of Sale Technician for 10 years. He has experience with installations, system trouble shooting, programming, and compliance testing for both SWRCB and CARB. With a combined total of 13 years of UST experience, Kris has experience in both the field technician/installer side, and the regulator side. Over the years he has gained the knowledge and understanding of UST components, configurations, their functions and applicability.

With over 25 years of experience in the Hazardous Waste Industry including incineration, distillation, energy recovery and service distribution in the U.S. and Mexico, Larry is responsible for the development and implementation of the Import/Export Waste Recycling and Energy Recovery Program in the Western United States for Temarry Recycling, Inc.

LARRY COLLINS, , - Cal OES

Larry Collins joined the California Governors Office of Emergency Services in November 2016 as Deputy Fire Chief of the Cal OES Special Operations and Hazardous Materials Section after a 36 years in the Los Angeles County Fire Department in all ranks to Battalion Chief. As a member of the LA County Fire Department he established the swiftwater rescue program and was a founder of the urban search and rescue program and many other progressive programs and systems. Now as a member of the Cal OES, Chief Collins helps coordinate statewide urban search and rescue, swiftwater rescue, and other disaster capabilities, and special operations readiness and response related to Homeland Security. He is the Program Manager and supervisor for the Cal OES hazardous materials program which includes the Unified Program and the SERC, as well as 12 Cal OES Type II Haz Mat Response Vehicles that are being strategically located around the state. He has been involved in development of the Northern California Catastrophic Earthquake Plan, the response to the Oroville Dam emergency, the Northern California Catastrophic Flood Plan, and the Southern California Catastrophic Earthquake Plan.

LARRY LANCASTER, Supervising EHS - Retired

Larry Lancaster is the Current CUPA Forum Board Chair and Supervising EHS for Humboldt County CUPA. Larry has degrees from Sonoma State University and teaching credentials from UC Davis, all in Biology and Environmental Studies. Larry has been with Humboldt County since 1997 and has been the CUPA lead since late 2009. Larry is currently the Website Committee Chair and serves on several committees and TAGs. He is the Co-Chair of the Enforcement Steering Committee and has extensive experience is cannabis regulation/enforcement. It is Larry's honor to serve the greater CUPA community in California, especially during our 20th Annual Training Conference.

LAURA FISHER, State Water Resouces Control Board - SWRCB

Laura Fisher is Chief of the UST Leak Prevention Unit and Office of Tank Tester Licensing at the California Water Resources Control Board. Laura has been involved in the development and implementation of California's UST Program for the past 20 years. Laura currently serves on a number of technical committees including Underwriters Laboratories (UL) and Petroleum Equipment Institute (PEI). Laura also serves as the regional representative on The Association of State and Territorial Solid Waste Management Officials (ASTSWMO) Underground Storage Tank Subcommittee.
