GRISSEL GARCIA, EHS III - San Diego County DEH

Grissel Garcia is an Environmental Health Specialist for the County of San Diego, Department of Environmental Health (DEH), Hazardous Materials Division (HMD). Grissel has a decade of experience in in environmental health. After spending 5 years at UCSD's Environment Health & Safety Department, Grissel became a field inspector for San Diego CUPA, later becoming a training coordinator and is currently San Diego County's CUPA Coordinator. Grissel enjoys exploring technology to increase efficiency in the CUPA world and has been instrumental in the development and implementation of electronic reporting and other high tech projects in Environmental Health.

HANSEN PANG, Chief Investigator - DTSC

Hansen Pang has been the chief investigator for the California Department of Toxic Substances Controls Office of Criminal Investigations since August 2015. Hansen has been a police officer since 1987 and he has worked environmental crimes cases for the last 18 years. Hansen works closely with Certified Unified Program Agencies as well as local, state and federal agencies in both criminal and civil environmental cases. Currently he is treasurer of the California Hazardous Materials Investigators Association and the Northern California Peace Officer Association. He is a 1984 graduate of UC Berkeley and received Bachelor of Arts degree in Statistics. HASTI JAVID, REHS III/Enforcement Coordinator/HIRT - San Diego County DEH

Hasti Javid is an Environmental Health Specialist for the County of San Diego, Department of Environmental Health (DEH), Hazardous Materials Division (HMD). Hasti started with DEH as a Vector Control Technician in May 2006 and transferred to the HMD as a CUPA and Medical Waste inspector in September 2007. Hasti is currently the Enforcement Coordinator for the HMD. She is also a member of the after-hours Hazardous Incident Response Team (HIRT). Hasti is a Registered Environmental Health Specialist, an ICC certified UST inspector, a Cal/EPA certified APSA inspector and a CSTI certified Hazardous Materials Technician. She is also on the Executive Board of Directors for the California Hazardous Materials Investigators Association.

HEATHER TANNER, Environmental Specialist III - Sacramento County EMD

Heather Tanner has worked in the environmental field for the past 21 years and spent the last 12 years working for the Sacramento Environmental Management Department, Environmental Compliance Division. She has participated in many statewide enforcement cases and coordinates all Administrative Enforcement Actions in the Department. She was a member of the Hazardous Materials Incident Response Team for 7 years and continues to work on the conference planning committee for the annual Hazardous Materials Continuing Challenge Conference for emergency responders. She is currently serving as President of the California Hazardous Materials Investigator's Association (CHMIA).

HELEN DAWSON, Principal - Geosyntec Consultants

Helen Dawson is a senior consultant for Geosyntec Consultants, Inc., in the firms Washington D.C. Metro office. She has more than 30 years of experience in hydrogeology with a focus on contaminant transport and fate. She is a recognized expert in vapor intrusion assessment, having served as a lead in developing EPAs 2002 draft vapor intrusion guidance as well as several EPA technical documents to support finalization of EPAs vapor intrusion guidance in 2015. Her current practice focuses on providing technical and regulatory support to clients on vapor intrusion sites, and she is researching alternative approaches for vapor intrusion assessment though a grant awarded by DOD SERDP ESTCP (ER-201503). She also provides technical and regulatory support on groundwater sites contaminated with LNAPLs, DNAPLs, and metals. She has a Ph.D. in Civil/Environmental Engineering from Stanford University, an M.S. in Geochemistry from the Colorado School of Mines, and a B.S. in Geology from Stanford.

HEZEKIAH ALLEN, Executive Director - California Grower's Association

Hezekiah Allen is the Executive Director of the California Growers Association. He was born and raised off-the-grid in rural Humboldt County. Mr. Allen is an active community leader for the cannabis community in which he was raised. As a senior subject matter specialist and one of the most knowledgeable advocate supporting the transition from Californias non-profit and medical marijuana programs to a for-profit full recreational program, Allen acts as a liaison and voice for the existing, and vast, California cultivation community. Allen studied Politics & Government at Pacific University and has worked successfully in government relations on a state, national and international level. Now he is dedicated to improving the conditions for the California cannabis industry and its shift toward a legal recreational market for profit that will place it at the epicenter of the entire industry for the globe. Allen has a special skill set for consensus-building and the leadership necessary to bring together diverse coalitions and community organizations that advance the challenging issues of our day.

IVAN VAN ORTWICK, founder and proprietor - Jungle Boys

Born in 1978, Ivan Van Ortwick is founder and proprietor of the Jungle Boys brand. After graduating high school, he began his professional career working for a general contracting firm, developing warehouse distribution facilities for Fed-X. After Ivans father, a non-smoker, was diagnosed with lung cancer in 2004, Ivan began researching cannabis and the potential benefits of cannabis for cancer patients in appetite stimulation. He opened a medical cannabis dispensary in LA County with on site cultivation for medical patients who could not cultivate it themselves. His vertically-integrated medical cannabis dispensary remained open until newly-enacted laws required its closure in 2008. Ivan then brought his expertise as a consultant to several pre-ICO dispensaries in LA. When Proposition D passed, Ivan began to develop proprietary strains under the Jungle Boys brand. He has acquired first-hand knowledge of best practices and operating procedures as a consultant and advisor to numerous top-tier, legal cannabis businesses including Reef Dispensary in Las Vegas, Have a Heart, the largest dispensary chain in Seattle as well as the on-site grow at the Toluca Lake Collective.

JACK HARRAH, Senior Emergency Services Coordinator. - Cal OES

Jack earned his Bachelor's and Master's degrees in the biological sciences at Humboldt State University. Prior to working at Cal OES, he was a staff research associate at the California Primate Research Center at UC Davis, a landfill inspector for the Integrated Waste Management Board, and worked in the Used Oil Recycling program at CIWMB (now Cal Recycle). Jack has been with Cal OES and the Unified Program since 2001.

JAMES JACOBS, Principal Hydrogeologist - Clearwater Group

James A. Jacobs, P.G., C.H.G. is the Principal Hydrogeologist with Clearwater Group. Mr. Jacobs has published over 100 technical articles, has coauthored books on the following 4 topics - MTBE, Hexavalent Chromium, Acid Mine Drainage and Oil Spills and Gas Leaks - and has been a director on several professional society boards over the past 26 years. He is a four-time Fulbright Scholar in environmental science. Mr. Jacobs is a currently elected public official of three terms to the Tamalpais Community Services District which provides sewer, recreational, refuse and recycling services in Tamalpais Valley, part of unincorporated Marin County, California. Since 2003, he has been their representative on the Sewerage Agency of Southern Marin where he has served as president or vice president. He brings a knowledge of contaminant migration to the subject of sewerage conveyance systems.

JAMES LIEBERMAN, President - Environmental Information Srvs

James Lieberman: James Lieberman has a B.S. degree in chemistry from the University of Richmond and an M.B.A. from the University of Colorado. He is certified by the American Board of Industrial Hygiene for the comprehensive practice of industrial hygiene. He founded and leads THC Safety, Inc, an Arvada Colorado based cannabis facility design and operations consulting firm. He is the author of A Practical Guide for Hazardous Waste Management, Administration and Compliance, The Business of Environmental Health & Safety Management and Cannabis Concentrate Production Technology: Process, Hazards and Controls. He has served as an expert witness in nuisance and chemical exposure cases. He is the lead instructor for two seminars that are entitled Cannabis Concentrate Production Technology and Cannabis Processing Facility Design. He was honored by Colorado Mountain College in 1984 with an award for instructor of the year and in 2009 he was honored by AIHARMS as Industrial Hygienist of the year.
