Purpose of the Trust Fund

The California CUPA Forum Board established the Trust Fund in 2009 to manage and distribute enforcement settlement funds for projects that benefit Unified Program implementation.

The CUPA Forum Environmental Protection Trust Fund manages and disburses monies received from enforcement case settlements.

Grant funding may be used to enhance investigation, inspection, enforcement, technical capability, training, emergency response, equipment, and related Unified Program activities throughout California.

Applications are accepted year-round and may be approved in whole or in part under terms determined by the Trustees.

Grant Application Review Schedule

Complete grant applications will be reviewed at the next scheduled Trust meeting. Trust meetings are generally held in May, August, October, and December each year.

How the Grant Process Works

Grant requests are evaluated by the Trustees based on completeness, program benefit, funding availability, and proposed use of the funds.

1. Prepare

Complete the grant application and provide all requested supporting information.

2. Submit

Applications may be submitted at any time during the fiscal year.

3. Review

Complete applications are considered at the next scheduled Trust meeting.

4. Award

Requests may be approved in whole or in part and may include conditions.

Grant Requirements and Limits

A maximum of two grants per agency per fiscal year is allowed.

Pre-approval is required for any grant request exceeding $100,000.

Grant awards may be approved in whole or in part and may include terms and conditions established by the Trustees.

Application Completeness

  • Applications must be complete before review
  • Supporting documents should clearly explain the request
  • Projects may range from a single item to complex programs
  • The proposed use must benefit Unified Program implementation or enforcement
  • Awards remain subject to Trustee approval and available funding
