Program Purpose
The APSA Program supports implementation of the California Aboveground Petroleum Storage Act and helps reduce the risk of petroleum releases from aboveground storage tanks.
CUPA Role
CUPAs are vested with the responsibility and authority to implement APSA requirements within their jurisdictions.
Program Overview
The Aboveground Petroleum Storage Act Program was established to support implementation of the California Aboveground Petroleum Storage Act under Assembly Bill 1130.

Inspector Training and Certification
Assembly Bill 1130 also required inspector training and testing as part of APSA implementation. This training is provided as an online course and examination through the Office of the State Fire Marshal.
APSA Inspector Training
This training is limited to CUPA, UPA, and PA inspectors. Inspectors may email cupa@fire.ca.gov for registration information. Candidates who successfully complete the online training and examination will receive an APSA Inspector certificate from the Office of the State Fire Marshal.
