I am Jack Becker, a PSM Specialist with Condor Earth, with offices in Sonora, Stockton and Rancho Cordova. JANICE WITUL, Inspector - US EPA

Janice Witul is a lead Compliance Inspector/Field Investigator for the Oil Program in the Enforcement and Compliance Assurance Division of the U.S. Environmental Protection Agency Region 9 in San Francisco. Ms Witul reviews Spill Prevention, Control, and Countermeasure (SPCC) Plans, and Facility Response Plans, and inspects facilities subject to the Oil Pollution Prevention regulations. Compliance assistance includes working with state and local agencies that oversee Californias Aboveground Petroleum Storage Act. She reviews daily oil spill reports from CalOES and the National Response Center to determine trends at facilities or within industry sectors, or the need to follow up on incidents. Ms Witul is a Safety Officer for Region 9's Incident Management Team, EPAs National Incident Management Assistance Team, and a Shoreline Cleanup and Assessment Technique team member for oil spills.

JASON BOETZER, Assistant Secretary for local Program Coordination and Emergency Response - CalEPA

Jason Boetzer is the Deputy Secretary for Local Program Coordination and Emergency Response. He has more than 22 years of experience working in the environmental health field and 13 years as a manager/director implementing and leading environmental and public health programs at the state and local levels. In his current position, held since August 2019, he oversees the states implementation of the Unified Program and its 81 certified local agencies, disaster and emergency response activities for CalEPA, and represents the Secretary of CalEPA on the Site Designation Committee for hazardous material site clean up.
