FERNANDO FLOREZ, Supervising Haz-mat Specialist - Los Angeles County Fire

Fernando Florez is a Supervising Hazardous Materials Specialist with the County of Los Angeles Fire Department, CUPA. He currently supervises the Investigations Unit, which investigates environmental crimes in both the City of Los Angeles and the County of Los Angeles. He has 19 years experience as a CUPA inspector, inspecting haz-mat handlers, haz-waste generators and Cal-ARP facilities. Fernando earned his Master Degree in Environmental/Occupational Health from California State University of Northridge.

FRED JENKINS, Supervisory Environmental Protection Specialist - US EPA

Fred Jenkins currently serves as the Designated Federal Officer (DFO) of the e-Manifest Advisory Board of EPAs Office of Land and Emergency Management (OLEM) Office of Resource Conservation and Recovery (ORCR). In addition to his responsibilities as the e-Manifest Advisory Board DFO, he also serves as the communications lead for the e-Manifest program. He joined OLEM/ORCR in May of 2016. Prior to joining OLEM/ORCR Fred Jenkins served for 6 years as a Designated Federal Officer (DFO) for the FIFRA Scientific Advisory Panel (SAP) within the Office of Chemical Safety and Pollution Prevention. His duties as a FIFRA SAP DFO entailed being responsible for all aspects of organizing and planning FIFRA SAP meetings. Fred has served as DFO for numerous FIFRA Scientific Advisory Panels of leading scientists which have provided key scientific recommendations to the Agency on various high profile issues related to pesticide environmental risks. Also during his tenure as a FIFRA SAP DFO, Fred led and coordinated the effort to develop a FIFRA SAP public outreach/communications process focused on enhancing outreach to disproportionately impacted populations. As a result of his exceptional service, Fred was awarded a US Environmental Protection Agencys (EPA) Silver Medal Award for his Superior Service, Exceptional Leadership, and Meritorious work as a FIFRA SAP DFO. Prior to working with the FIFRA SAP, Fred spent his first 13 years at EPA as a biologist conducting pesticide ecological risk assessments in EPAs Office of Pesticides Programs Environmental Fate and Effects Division (EFED). During his time in EFED, Fred exhibited tremendous integrity, leadership, and initiative as a scientist. He spent two separate leadership terms serving as a co-chair for two major science technical teams within his division including the Aquatic Biology Technical Team and the Terrestrial Biology Technical Team. These technical teams were composed of a multi-disciplinary team of scientists. In 2011, Fred obtained a Ph.D. in Environmental Science and Public Policy from George Mason University (GMU). His PhD dissertation research focused on the Relationship of Environmental Risk Communication and Public Participation in Government Environmental Policy Making. Fred also holds both a Bachelor of Science degree and a Master of Science degree in Marine Estuarine Environmental Science from the University of Maryland Eastern Shore. Prior to coming to EPA, Fred was awarded an Oak Ridge Institute for Science and Education (ORISE) fellowship opportunity in which he served a two-year term as an environmental management instructor at the Army Logistics Management College at the Fort Lee Army Base in Virginia. In this role, Fred trained military and civilian personnel in various environmental management topics including hazardous waste management, scientific principles associated with human health and environmental risk from hazardous waste, and compliance with federal environmental laws.

FRED STROUD, Environmental Scientist - US EPA

Fred Stroud is a scientist with Superfunds Environmental Response Team in Las Vegas who provides assistance to on-scene coordinators and remedial product managers. Having joined EPA in 1975, Fred has served under every EPA administrator. As an on-scene coordinator, he has participated in and led the Agencys response to many incidents, including the Exxon Valdez oil spill, Kuwaiti oil fires, World Trade Center attack, Martin County Coal Slurry Spill, BP oil spill, and the Florida anthrax attack. Beginning in 2009, Fred served a 6 month detail in China with the United Nations Environment Programme and Chinas Environmental Protection Administration as an instructor/expert on debris removal/disposal for natural disasters. He continues to represent EPA at the World Reconstruction Conferences.

GARY CANTWELL, Environmental Health Supervisor - Yuba County EH

Gary is from Chico and a CSU, Chico grad with a degree in Biology. He has worked for Yuba County as a Haz Mat Specialist since 2005. He recently completed the requirements for his REHS and was permanently promoted to Environmental Health Supervisor this past September. He has been a member of the CUPA Forum Board as a Northern California representative for a little more than a year.

GRISSEL GARCIA, EHS III - San Diego County DEH

Grissel Garcia is an Environmental Health Specialist for the County of San Diego, Department of Environmental Health (DEH), Hazardous Materials Division (HMD). Grissel has a decade of experience in in environmental health. After spending 5 years at UCSD's Environment Health & Safety Department, Grissel became a field inspector for San Diego CUPA, later becoming a training coordinator and is currently San Diego County's CUPA Coordinator. Grissel enjoys exploring technology to increase efficiency in the CUPA world and has been instrumental in the development and implementation of electronic reporting and other high tech projects in Environmental Health.

HANSEN PANG, Chief Investigator - DTSC

Hansen Pang has been the chief investigator for the California Department of Toxic Substances Controls Office of Criminal Investigations since August 2015. Hansen has been a police officer since 1987 and he has worked environmental crimes cases for the last 18 years. Hansen works closely with Certified Unified Program Agencies as well as local, state and federal agencies in both criminal and civil environmental cases. Currently he is treasurer of the California Hazardous Materials Investigators Association and the Northern California Peace Officer Association. He is a 1984 graduate of UC Berkeley and received Bachelor of Arts degree in Statistics. HASTI JAVID, REHS III/Enforcement Coordinator/HIRT - San Diego County DEH

Hasti Javid is an Environmental Health Specialist for the County of San Diego, Department of Environmental Health (DEH), Hazardous Materials Division (HMD). Hasti started with DEH as a Vector Control Technician in May 2006 and transferred to the HMD as a CUPA and Medical Waste inspector in September 2007. Hasti is currently the Enforcement Coordinator for the HMD. She is also a member of the after-hours Hazardous Incident Response Team (HIRT). Hasti is a Registered Environmental Health Specialist, an ICC certified UST inspector, a Cal/EPA certified APSA inspector and a CSTI certified Hazardous Materials Technician. She is also on the Executive Board of Directors for the California Hazardous Materials Investigators Association.

HEATHER TANNER, Environmental Specialist III - Sacramento County EMD

Heather Tanner has worked in the environmental field for the past 21 years and spent the last 12 years working for the Sacramento Environmental Management Department, Environmental Compliance Division. She has participated in many statewide enforcement cases and coordinates all Administrative Enforcement Actions in the Department. She was a member of the Hazardous Materials Incident Response Team for 7 years and continues to work on the conference planning committee for the annual Hazardous Materials Continuing Challenge Conference for emergency responders. She is currently serving as President of the California Hazardous Materials Investigator's Association (CHMIA).
