MATHEW MCCARRON, Sr. Environmental Scentist-Enforcement - DTSC

Matt has been with the State of California for 22 years. Currently, he is a Senior in the Enforcement Division in DTSCs regional office. He is involved with Environment Justice projects, CUPA audits and trainings, E-Waste inspections, TSDF inspections and emerging issues enforcement. He was the statewide coordinator for the California Green Business Network and the Health Nail Salon project in the DTSCs Pollution Prevention Branch. Matt was also on partial loan to the Governors Office of Economic Development to provide permit assistance to businesses in Northern California in 2010. Previously he worked on the creation of the nations first E-waste recycling program and with the HHW/Used Oil program at CIWMB (now CalRecycle). Also work for Cal/EPA on Permit stream lining for businesses and providing regulatory assistance to the public, local governments and industry. Prior to that, he started with the state at DTSC as the Regional Duty officer providing regulatory assistance and trainings to business, local government and the public. Matt has Bachelor of Science degree in Biology, and a Master of Science in Environmental Management from the University of San Francisco.

MATTHEW BUFFLEBEN, Supervising Water Resource Control Engineer - SWRCB

Dr. Buffleben (Buf LAY ben) was promoted to Supervising Water Resource Control Engineer in the State Water Boards Office of Enforcement in 2017. Dr. Buffleben oversees four units and project specialists that investigate and assist in the prosecution violations of the water code and health and safety code. Prior to his promotion, he was a supervisor for the Special Investigations Unit within the Office of Enforcement for five years. This unit provides technical input for a large variety of the Water Boards enforcement cases, with a focus is on wastewater treatment and storm water discharges. Previously, Dr. Buffleben had over 12 years of experience working at the North Coast Regional Water Board in Santa Rosa, focusing on logging operations and its impacts to water quality. He has a B.S. in Mechanical Engineering from UC Santa Barbara, and a M.S. in Environmental Health Science from UCLA. He completed his Doctoral Degree in Environmental Science and Engineering at UCLA in 2009. He is also a California licensed Civil Engineer.

MATTHEW CARR, Circuit Prosecutor - California DA's Association

Matt Carr serves as the Senior Environmental and Workplace Safety Circuit Prosecutor, covering 16 rural counties in Northern California, from Del Norte to Kings. In that capacity, he supervises three attorneys who, along with him, prosecute corporations and individuals for violations of California's environmental and workplace safety laws, which include hazardous waste, water pollution, poaching, air pollution, and a surprising variety of other laws. Matt has been with the Project for over 7 years. Prior to that, Matt worked as an appellate law clerk in Hawai'i and in other capacities doing environmental law, and he taught a class on Environmental Practice at the UC Davis School of Law in 2016. Matt has a degree in Natural Resources Management and Political Science from the University of Minnesota and a J.D. from the University of California, Davis. The counties in which Matt serves as a deputy district attorney are, from north to south: Del Norte, Humboldt, Trinity, Shasta, Plumas, Glenn, Lake, Colusa, Yuba, Nevada, Calaveras, Tuolumne, Mariposa, Merced, San Benito, and Kings.

MATTHEW COHEN, Engineering Geologist - SWRCB

Matthew Cohen is a Professional Geologist with the California State Water Resources Control Board. He received his bachelor's degree in Geology from San Francisco State University. He has private sector experience conducting environmental cleanup and investigations at sites thought California. He currently serves as the Chief of the UST Cleanup / GeoTracker Unit where he implements the U.S. EPA Annual Cleanup Contracts, leads LUST case management and compliance tracking efforts through GeoTracker, conducts technical and policy training and outreach among Regional Water Quality Control Boards and LOP Agencies.

MATTHEW KAUFMANN, Assistant Director of Hazardous Materials - Contra Costa County HS

Matt Kaufmann is currently an Assistant Director of Hazardous Materials Programs for Contra Costa Health Services CUPA. In his current role, Matt oversees the UST, APSA and Enforcement Programs. Matt is also a member of the Hazardous Materials Incident Response Team. Matt's experience includes 6 years as a Hazardous Materials Specialist with Contra Costa County and 2 years as Hazardous Waste Specialist with Orange County.

MATTHEW MACLEAR, Partner - Aqua Terra Aeris Law Group

As a solo practitioner, former gubernatorial appointee, circuit prosecutor, and civil litigator, Mr. Maclear has represented a wide spectrum of clients including the People of the State of California, state agencies, air and water districts, nonprofits, community groups, and business entities. As Assistant General Counsel for Cal/EPA, Mr. Maclear oversaw and managed investigations and litigation handled by agency counsel, Office of the Attorney General, and local prosecutors in addition to running an inspector training program, managing the statewide environmental complaint system, politically sensitive enforcement actions, amongst other duties. Prior to his appointment to Cal/EPA, Mr. Maclear served as a Circuit Prosecutor for seven years handling both civil and criminal environmental, consumer and worker-safety cases for over 20 California rural counties. Mr. Maclear received his juris doctorate from the University of Pacifics McGeorge School of Law in 2000.

Special Agent Matthew Quick has been with the FBIs San Francisco Division since 2005. He is assigned as a counterterrorism agent to the FBI Joint Terrorism Task Force (JTTF), and also serves as one of FBI San Franciscos Assistant WMD Coordinators.

MICHAEL DOSSEY, Accidental Release Prevention Engineer - Contra Costa County HS

Michael made the air a little cleaner while working as an air pollution control permit engineer, as well as improved environmental compliance and process safety concerns at catalyst manufacturing plants, petroleum refineries, cement manufacturers and a variety of other industries. He is a lifetime fly fishing enthusiast and enjoys volunteering his time for worthy causes. For the last seventeen years he has worked for Contra Costa County as an Accidental Release Prevention Engineer working in the California Accidental Release Prevention Program and Contra Costa County's Industrial Safety Ordinance. He has conducted extensive on-site audits lasting 1-5 weeks at refineries and chemical facilities with regulated materials. Since working for Contra Costa County he has presented various process safety concepts related to the Countys Industrial Safety Ordinance to audiences around the country. Michael Dossey is a graduate of California State University Chico, BS in Mechanical Engineering.

MICHAEL MCCORMICK, Battalion Chief - Los Angeles County Fire

Battalion Chief Michael McCormick is the lead representative for the LA County Fire Department who has been tasked with establishing a cannabis regulatory unit for the region. Chief McCormick has an extensive background in fire prevention, construction, public information and community service. He has held many positions throughout his career - Firefighter, Paramedic, Captain and currently is the Battalion Chief in charge of the North Region Fire Prevention Division. His approach to regulating cannabis occupancies has been focused on creating a positive working relationship between industry leaders and all regulatory agencies. Chief McCormicks vision has been to Provide safety through regulation and do our absolute best to get it right the first time.
