JOHNNY WALES, Environmental Specialist - REDHORSE (USEPA Contractor)

Johnny Wales is the Leak Prevention Project Manager for Redhorse Corporation, which is a contractor for the US Environmental Protection Agency and State Water Resources Control Board. Johnny is the point of contact for the RUST (Replacing, Removing, or Upgrading Underground Storage Tanks) program, which provides grants and loans to eligible owners and operators of USTs to assist with financing UST replacement, removal, and upgrade projects. He manages projects that work toward the proper permanent closure of single-walled and abandoned USTs. He assists the State Water Board's Leak Prevention Unit, Division of Financial Assistance, and Office of UST Enforcement with various administrative tasks and as a UST inspector.

JONATHAN SANDERS, Senior Hazardous Materials Specialist - GeoKinetics

Jonathan Sanders is a civil engineer specializing in vapor intrusion mitigation and migration engineering controls. Jonathan has a B.S in chemistry and applied mathematics from St. Edwards University in Austin Texas and a M.S. in civil engineering from Texas A&M University and has work experience spanning the construction industry, environmental consulting, emergency response, and in the public sector as a regulator. From 2016 to 2021, Mr. Sanders worked at the Alameda County Department of Environmental Health where he developed regulatory guidance documents for the basis of design, construction inspections, commissioning sampling, and long term stewardship of vapor intrusion engineering controls. Mr. Sanders currently works as a Principal Engineer at GeKkinetics and is responsible for running northern California operations out of the San Ramon office.

JOSEPH MENTZER, Standards Engineer - STI/SPFA

Mr. Mentzer is a Standards Engineer with STI/SPFA (Steel Tank Institute and Steel Plate Fabricators Association). He develops standards, conducts research, and develops new and improved aboveground and underground tank technologies. STI/SPFA is a trade association representing fabricators of steel construction products and their suppliers. Mr. Mentzer helps maintain various technologies and standards that STI/SPFA has responsibilities for. Joe also works with Underwriters Laboratories and other listing organizations in maintaining STIs Listings and the development of new designs. Joe is involved with the API Sub-committee on Aboveground Storage Tanks and serves on the API Task Group updating the API 12 Series documents. He will also be the staff liaison for the consensus committee charged with the development of the STI Standards SP001 Aboveground Storage Tank Inspection standard and the SP031 Shop Built Storage Tank Repair standard. Previously he worked as a consultant for 25 plus years helping clients build, inspect, repair and maintain storage systems for multiple products in multiple industries. This work was done in several states including Wisconsin. He is a licensed State of Wisconsin Storage Tank Installer, a certified API Piping Inspector and a Wisconsin P.E.

JUSTIN MALAN, Executive Director - CCDEH

Justin was born and raised in Cape Town, South Africa. He graduated from the University of Cape Town with a Bachelors Degree in Law and Public Administration and a Masters Degree in Environmental Studies. Justin and his wife sailed a circuitous route to the USA in their home-built sailboat. They settled in California in 1986 and have been living in Sacramento ever since. After working for several years in State government and in the California Legislature, Justin started his environmental advocacy and consulting firm Ecoconsult. In this capacity he has represented numerous clients and has served as Executive Director to several associations including the California Conference of Directors of Environmental Health (CCDEH), the California Ocean Science Trust and the California Aquaculture Association. Over almost three decades, Justin has worked extensively with the California Legislature, public interest groups and state regulatory agencies and has served on many state-wide committees and task-forces dealing with a wide array of resource management and environmental health issues. Ecoconsult currently represents Environmental Health Administrators; US Green Building Council-California StopWaste.Org; Community Alliance with Family Farmers; Heal The Bay; & Friends of the Earth.

McNamara, CIH, PhD Associate Professor California State University Northridge Department of Environmental & Occupational Health Katherine McNamara instructs and mentors graduate and undergraduate students in environmental policy, environmental health science, exposure science, and research methodology. KATHLEEN JENNINGS, Chief of Environmental Response, EPM I - CA Fish & Wildlife OSPR

Kathleen Jennings is Chief of the Environmental Response Branch with the Office of Spill Prevention and Response (OSPR) under the California Department of Fish and Wildlife (CDFW) out of the West Sacramento Office. In that role, she manages a corps of Environmental Scientists on the OSPR Field Response Teams (FRTs) responding to oil spills throughout California, as well as the OSPR Spill Notification Desk. She serves as Co-Coordinator of the RRT IX Public Health Assessment Unit (PHAU) Workgroup.

Kendall Johnson is a program analyst for US EPA Region 9's Enforcement and Compliance Assurance Division. She serves as the Regional Toxic Release Inventory (TRI) Coordinator where she provides industry and community training on TRI and assists with the divisions TRI enforcement. KEN MIFSUD, Assistant District Attorney - San Mateo Cnty DA's Office

Kenneth Mifsud is a Assistant District Attorney supervising the Environmental Unit of the Alameda County District Attorney's Office in Oakland. He has been with the District Attorneys Environmental Prosecutions Unit since 2007 and has been a prosecutor with Alameda County since 1989. He has extensive courtroom experience and has successfully prosecuted over 40 felony jury trials and 100 felony court trials, in which he achieved 17 murder convictions. Currently he is the Co-Chair of the California District Attorneys Association Environmental Prosecution Committee and a Trustee of the Craig Thompson Environmental Protection Prosecution Fund. Ken works in close cooperation with several local, state and federal task forces and has been an instructor for the California Specialized Training Institute, the California District Attorneys Association, Cal EPA, the California Hazardous Materials Investigators Association, the Federal Law Enforcement Training Center, the Commission on Peace Officer Standards and Training and various other organizations. Ken is a 1989 graduate of Santa Clara University School of Law and a 1984 graduate of the University of California at Berkeley.

I've been environmental lead on over 1,000 Cannabis enforcement cases, in both civil and criminal actions. I oversee 22 environmental health programs, lead the Trinity County Environmental Crimes Task Force, Co Chair of California Conference of Directors of Environmental Health Emergency Response Committee, and Chair of Region 1.
