ASIF MAAN, Chief, Manufactured Cannabis Saftey Branch - CA Dept of Public Health

Dr. Asif Maan is currently the Chief of the Manufactured Cannabis Safety Branch (MCSB) within California Department of Public Health. MCSB is responsible for licensing and regulating manufacturers of cannabis products in California. This includes developing product standards, packaging and labeling guidelines, and safety requirements for manufacturing of commercial cannabis products. Prior to his appointment, Asif managed and directed programs within the California Department of Food and Agriculture, including the Feed, Fertilizer, and Livestock Drugs Regulatory Services Branch; Safe Animal Feed Education Program; and Fertilizer Research and Education Program. He holds a Ph.D. in biological sciences.

BAHRAM KAVOUSI, Hazardous Materials Sp. - Yolo County EHD

Bahram Kavousi is a Sr. Hazardous Materials Specialist (III) and Registered Environmental Health Specialist that has served the Yolo County Environmental Health Department for 16 years. Within this time, he has held integral roles in the Yolo County Health Departments Safety Committee, CUPA program, and most recently the Cannabis Task Force. Bahram holds a Bachelor of Science Degree in Microbiology and a Master of Science Degree in Biological Science. Bahrams research in Tobacco plants antisense gene silencing in response to peroxidase enzyme has been published in the Journal of Phytochemistry and professional interests include further expanding research applications in relation to cannabis.

BEN HENINGBURG, Chief, Technical Section I - DFA - SWRCB

Ben Heningburg is a Supervising Engineering Geologist within the State Water Board's Division of Financial Assistance (Fund). Current he is the Section Chief for Technical Section I. Recently, he worked for the Funds Underground Storage Tank (UST) Program as the Unit Chief for the newly formed Expedited Claim Account Program. Between 2006 and 2015, he worked in the State Water Board's UST Program Division of Water Quality providing technical reviews of case closure petitions and assistance with the management of the Local Oversight Program and GeoTracker system. He holds a B.A. degree in Geology and an M.B.A. degree. He is a Professional Geologist in California. Previously, he worked as a Senior Project Manager providing consulting, engineering, remediation, and related services in the private sector.

BILL JONES, Chief - Los Angeles County Fire

Bill Jones is Chief of the Health Hazardous Materials Division in the LA County Fire Department responsible for implementation and enforcement of a variety of hazardous materials/waste programs through unified program implementation. Mr. Jones began his career in hazardous materials in 1982, was the first Chairperson of the CUPA Forum Board from 1997 - 1999 and paved the way towards the current interactions, structure and relationships between State, federal agencies and the CUPA Forum Board. Mr. Jones is involved with a variety of Statewide committees and workgroups including ones addressing enforcement, data and CERS implementation, the Refinery Task Force, legislation including the current efforts to change Chapter 6.95, emergency response, and site mitigation to name a few. He has an undergraduate degree in Biology from UCLA and a Masters from Cal-State University, Northridge in Environmental and Occupational Health.

BLAYNE HARTMAN, Consultant - Hartman Environ Geoscience

Blayne Hartman received his Ph.D. in geochemistry from the University of Southern California. He co-founded & operated H&P Mobile Geochemistry for twenty years, a business partnership offering on-site laboratory analysis, direct push environmental sampling, soil vapor surveys, and vapor intrusion services. He sold H&P in 2008 and is currently an independent consultant offering vapor intrusion and soil gas support. Dr. Hartman is a nationally recognized expert on soil vapor sampling, soil vapor analysis, and vapor intrusion. He has provided training on soil gas methods and vapor intrusion to County and State regulatory agencies in over 35 states, many of the EPA regions, several foreign countries, and numerous stakeholder groups and consultants as well as being a trainer in the EPA-OUST, ITRC, ASTM and API vapor intrusion courses. He has written numerous articles on the collection, analysis, and interpretation of soil vapor data, including chapters in four textbooks. He has participated in technical workgroups on soil vapor methods and vapor intrusion for EPA, CA-EPA, CA Regional Water Boards, County of San Diego, ITRC & ASTM.

BRAD HOFFMAN, VP Engineering and R&D - Tanknology

Mr. Hoffman has over 30 years of experience with Underground Storage Tank systems, testing and compliance. He holds a B.S. in Mechanical Engineering from the University of Tulsa and currently serves as Vice President of Engineering and R&D for Tanknology. He develops testing equipment and protocols, and manages the safety, quality, and training programs. He is active in PEI and API committees, and holds a Class A Engineering License in CA as well as several state contractor licenses. He is a former field engineer and program manager for Exxon.

BRAD RICHARDSON, Environmental Health Specialist III - San Diego County DEH

Brad Richardson is an emergency responder for the San Diego County Department of Environmental Health, Hazardous Materials Division. He has worked for the Department since 2001, including with the Food & Housing Division and Land & Water Quality Division. As an aside, Brad also teaches human anatomy at a local community college for students pursuing a career in a health science.

BRAD WILSON, Cultivation Manager - Canndescent

Brad Wilson is Cultivation Manager at Canndescent, a Santa Barbara based Cannabis company cultivating in Desert Hot Springs, California. Prior to working at Canndescent, Brad owned multiple construction businesses, focusing on Soundproofing and large scale commercial projects. With his construction based skill set mastered, Brad spent his extra time and resources learning how to create indoor growth chambers; sharing his newfound expertise with dozens of commercial scale growers and their associates who were embarking on the creation of their own personal growth chamber projects.. Two years ago Brad was approached to help launch a cannabis company that was focused on compliance within the state of California, while bringing the consumer an untouched category of cannabis: premium flower. Canndescent was born and Brad lead the company in building the first ever, fully permitted cultivation site in Southern California. Brad continues to drive new build projects with Canndescent, as well as taking lead on navigating Californias rules and regulations on all State and Municipal levels.

BRENDA TEN BRUGGENCATE, Deputy Director of Environmental Protection - Santa Fe Springs Fire

Brenda ten Bruggencate is the Deputy Director of the Environmental Protection Division of the Santa Fe Springs Department of Fire-Rescue. She has been with the Department since 1992. Her last 22 years have been spent as a CUPA and Fire Code inspector as well as a hazardous materials emergency responder. Brenda is currently the CUPAs Enforcement Coordinator but also specializes in underground tank installation and closure, is an ICC Certified UST Inspector, and served four years as the Co-Chair of the Southern California UST Technical Advisory Group. She holds a Masters of Science in Geology from California State University, Fullerton, a Hazardous Materials Management Certificate from the University of California, Riverside, a Hazardous Materials Specialist Certificate from CSTI, and is CalEPA certified APSA Inspector. In 2008, she was awarded "Outstanding CUPA - Individual".
