We fulfill our mission by developing, implementing and enforcing environmental laws that regulate air, water and soil quality, pesticide use and waste recycling and reduction. Our departments are at the forefront of environmental science, using the most recent research to shape the states environmental laws. The Office of the Secretary heads CalEPA, overseeing and coordinating the activities of one office, two boards, and three departments dedicated to improving Californias environment. CalEPA consists of the California Air Resources Board (CARB), the Department of Pesticide Regulation (DPR), the Department of Resources Recycling and Recovery (CalRecycle), the Department of Toxic Substances Control (DTSC), the Office of Environmental Health Hazard Assessment (OEHHA), and the State Water Resources Control Board (SWRCB). CARB works to reduce air pollution and diesel exhaust so all Californians can breathe cleaner air and leads the nation in fighting climate change with integrated programs to cut greenhouse gases under AB 32. DPR protects workers and consumers by ensuring the safe use of pesticides through registration, permitting and training. CalRecycle helps the state achieve the highest waste reduction, recycling and reuse goals in the nation through programs that improve economic vitality and environmental sustainability. DTSC cleans up hazardous waste sites to put them back into productive use and reduce blight and contamination to the neighborhoods and surrounding environments. OEHHA serves as the scientific foundation for CalEPAs environmental regulations and provides valuable information to consumers, policy makers and manufacturers on the safety of chemicals in our environment. SWRCB ensures that the quality of drinking water and our water ways is safe and that we balance its use to meet the needs of all Californians.

Essential Functions The essential functions of the Department are critical to the health and wellbeing of people and communities. CDPH's fundamental responsibilities are comprehensive in scope and include infectious disease control and prevention, food safety, environmental health, laboratory services, patient safety, emergency preparedness, chronic disease prevention and health promotion, family health, health equity and vital records and statistics. CDPH's key activities and services include protecting people in California from the threat of preventable infectious diseases like Zika virus, HIV/AIDS, tuberculosis and viral hepatitis, and providing reliable and accurate public health laboratory services and information about health threats. Other critical services include providing nutritional support to low-income women, infants and children, and screening newborns and pregnant women for genetic diseases. CDPH also works to ensure the safety of food and bottled water, helps reduce smoking and its impacts and works to prevent chronic diseases and conditions such as diabetes, cardiovascular disease, cancer, asthma and obesity. The Department also protects patient safety in hospitals and skilled nursing facilities, maintains birth and death certificates and prepares for, and responds to public health emergencies. California Compliance School (CCS) is an innovative, activity-based training program that will teach you the basics of complying with the confusing maze of environmental regulations in a fun and interesting format! Using experts in the field of adult learning principles, the team of curriculum development specialists at CCS put together a performance-based program that addresses the most common questions and practices of environmental compliance for hazardous waste generators. "Performance-based" means that, during the course of the class, you will learn what you need to know to apply these skills to your business operations. This keeps you in compliance, saves money through waste reduction, and may prevent you from getting fined! As you can imagine, this format is dramatically different from sitting for eight hours in front of an instructor who lectures the whole time, without really giving you an opportunity to demonstrate that you have learned anything--or to practice what you may have learned. The credit for the CCS concept goes to employees of the Department of Toxic Substances Control. They realized the need for basic hazardous waste management training but recognized that an institution of adult learning (a college) would be better equipped to develop and provide the training than a regulatory agency. Their vision was a "Traffic School" for hazardous waste generators, which would allow fines for certain violations to be "forgiven" by the DTSC and today that vision is a reality. Sessions was originally founded in 1971 by James R. Sessions. James owned a gas station when the government began to regulate corrosion on underground storage tanks. James took the initiative to start his own business to help tank owners comply with the everchanging regulations on USTs. Ross Sessions took over for James when he retired. In continuing his fathers legacy, Ross expanded his operations and has honed-in on the most successful method of tank repair. We specialize in underground storage tanks: fiberglass, steel, single walled, double walled and jacketed. We primarily perform double wall tank repairs, sump repairs, and inspections. Over the years Sessions has been called to assist other contractors and service station maintenance companies when they have trouble diagnosing or fixing an issue on a UST system.
