   Objective
Provide attendees with a through understanding how statutes and regulations are developed and how this impacts Unified Program
   Description
This session will cover the development of statutes from an idea, to finding a sponsor for a bill, negotiation of the bill language, and getting the votes. It will cover how regulations are authorized, the various types and processes, why it can be so difficult for agencies to issue regulations, and what underground regulations are. A panel session, the perspectives of UPAs, state agencies, and regulated businesses will be represented.
