CUPA Forum Regions

The CUPA Forum is a statewide association of CUPAs and Participating Agenicies that implement the Unified Program. The organization works to update and continuously improve the Unified Program for the agencies, businesses and communities we serve.

The CalCUPA Forum objectives include:

  • To work with all parties, both internal and external, to develop guidance, regulations, and policies regarding CUPA administration.
  • To establish positions on statewide issues affecting CUPAs and provide a unified CUPA response to such issues.
  • To coordinate information exchange between CUPAs and the State on statewide issues.
  • To assist in making training available to CUPAs.

The CUPA Forum provides a single, strong, consistent voice statewide, and is organized into four regions that works cooperatively with the State agencies.

CalEPA and its Boards, Departments, and Offices (BDOs) participate in regional meetings and Technical Advisory Groups (TAGs).

The CUPA Forum Board, CalEPA and the BDOs comprise the Unified Program Administration and Advisory Group (UPAAG), a management level group that works on policy level issues and long-range planning.

CUPA Forum Regions

There are four CUPA Forum regions. Regional Forums generally meet bimonthly to quarterly. These regional meetings serve as a way for local agencies to communicate with each other, provide information to and from the Cal CUPA Forum Board and to hear from state agency representatives on issues that impact the local agencies.

  • Northern Region, includes agencies in the following counties: Alpine, Amador, Butte, Calaveras, Colusa, Del Norte, El Dorado, Glenn, Humboldt, Lake, Lassen, Modoc, Nevada, Placer, Plumas, Shasta, Sierra, Siskiyou, Sutter, Tehama, Trinity, Yolo and Yuba.
  • Bay Area Region, includes agencies in the following counties: Alameda, Contra Costa, Marin, Mendocino, Monterey, Napa, Sacramento, San Benito, San Francisco, San Joaquin, San Mateo, Santa Clara, Santa Cruz, Solano and Sonoma.
  • Central Region, includes agencies in the following counties: Fresno, Inyo, Kern, Kings, Madera, Mariposa, Merced, Mono, San Luis Obispo, Stanislaus, Tuolumne and Tulare.
  • Southern Region, includes agencies in the following counties: Imperial, Los Angeles, Orange, Riverside, San Bernandino, San Diego, Santa Barbara, and Ventura Counties.

CUPA Forum Training Center

The California Unified Program Training Conferences provide professional training in subjects related to enhancing Unified Program implementation and to improve consistency and coordination between the 84 CUPAs and 32 participating agencies (PAs) throughout California.
